5. For obvious political reasons it was very

undesirable to insert any specific reference to Indians in the Ordinance, and after consultation with the Government of India, the course adopted seemed the most suitable for securing the ends in view. Copies of correspondence with the Government of India are enclosed.

6. I would add that there was no opposition to the passage of the bill from the Unofficial Members of Council. Mr. Pollock and ir. Holyoak as Members of Executive Council were fully aware of the reasons for ite

introduction.
